People’s perspective is all off - a remnant from the super-low-rise days - and think a 9-inch rise is high-waisted. Thirteen inches, baby, that’s high-rise. Why I’m on board? High-waisted pants, jeans, skirts, and shorts are flattering on an hourglass shape and give the illusion of curves on a more boyish shape.
